BOE - is not English, so it's impossible to understand in English. You cannot use Spanish acronyms in English. You should say the name in Spanish and then explain what it stands for in English. For this interaction, it's best to say "Have you heard the news?" or "about the proposal?"

I DON'T ALLOW MY CUSTOMERS TO BE LOUD AND I DON'T PLAY MUSIC LOUD, EITHER.
But young people WILL BE JUST DRINKING IN/ON THE STREET
They just want to LEAVE the pub for a cigarette.

My problem is not ABOUT CLOSING THAT EARLY. IT'S ABOUT THE NOISE, REGARDLESS THE TIME.

We are going to create an action on change dot org, to collect signatures requesting pubs close at 12.00PM. If we GATHER (whatever number) then we can put more pressure on the authorities to change the law.

It's not SO MUCH the TIME but ABOUT PEOPLE BEING RESPONSIBLE (not "the responsible of the people")
AVOID TRANSFER MISTAKES (learn English from noticing how natives speak! Jot down Useful language!): mistakes about word order (syntax) arising from word-by-word translation from Spanish (transfer).
